Almost always, for any established tree. Menlo Park’s Heritage Tree ordinance (Chapter 13.24) sets two thresholds:
- Native California oaks: heritage at just 10 inches in trunk diameter (31.4 inches around)
- Every other species: heritage at 15 inches (47.1 inches around)
Permits go through Public Works, with separate tracks for development projects and standalone removals, and replacement plantings follow a trunk-diameter matrix. Violations run up to $5,000 per tree or the tree’s appraised value, whichever is higher.
